Blackbeard one is the best in One Piece in every level.
First of all, given it's a visual medium, its hands down one of the most striking things that Oda has ever drawn. Double page, strip away all the the background, focus on the character and the message. Three original Strawhats facing off with the best villain
Secondly, it's basically the main theme of the series, coming from the villain. See when the final arc is over and we've found out what the Will of D is, we'll be looking back at this moment and saying "yup, this where Oda first really showed the main conflict of that fight." The D's will call a storm and shake the world to its foundations, and those two will be the eye of that storm. Both of them seeking freedom and dreams, but in very, very different ways. The reveal that Blackbeard can't literally dream is also just a superb twist to the character btw.
And finally
As an individual, iconic character moment Zoro's is definitely up there, but it can't beat what is essentially the entire series boiled into one (technically two) pages.
