In the end, Fukurokujo will hand over the command of the Oniwabanshu to Raizo and go retire.

I don't think so, mate. I don't doubt whoever is strongest CP0 member is a YC1+, but imo they are mostly below YC1s and above YC2s (although Lucci, Kaku, and Stussy might be below YC2s and above YC3s).
