That translation isn't accurate, if I'm not wrong; what Usopp wonders is whether champions wear afros or afros wear champions. In Japan, the imagery of the afro boxer doesn't come from black people but a legendary Japanese champion called Yoko Gushiken whose hair was afro.

So Afro Luffy more than likely has nothing to do with blacks.
