Thinking about it, it honestly can't be anything else than Zunesha own devil fruit or Tama for the panelling to make sense
While Gorosei may not have been informed about Zunesha being in Wano , the way the last page is framed CLEARLY emplies that devil fruit they're talking about is related to Zunisha. Otherwise this last panel makes NO SENSE except if Oda's intent is to completely mislead the readers
Yet, what devil fruit in Wano could be related to a giant beast? I genuinely don't see anything but Tama. Maybe Gomu Gomu no if it can make stuff gigantic like some people theorized
Now
@Bounty raised a legit question, why the fuck would there a sudden focus on Tama as she was in the arc since the beginning? I concede that I don't have any clear answer on that BUT it's worth nothing Gorosei may only have came upon the realization of what her devil fruit is just now as the CP0 only learned that a kid had a weird ability making gifters and headliners switch side n ch 1018 and they may not have immediately reported it.
As the devil fruit was thought to be gone, it makes sense that devil fruit only crossed the Gorosei mind just now as that they still seem to not fully believe it (Gorbatchev still talks of it as a legend). Now if even the Gorosei (who are at the top of the world) are uncertain of its existence, it's highly plausible Kaido wouldn't even know it being a thing. (Although Holdem showed interest in it)
Also first act could possibly have hinted her DF being sought later
All that is assuming the last page isn't a
red herring and that devil fruit is Zunesha related. If not, everything else is possible. Be it Toki, Luffy, Yamato, Kaido....
