He drinks to go into Shuron Hakke. Doesn't mean he is using Shuron Hakke everytime he is drinking.

Oda went out of his way to tell the audience that Kaido would not make himself weaker by getting drunk in the middle of the fight. Like, he legit didn't have to incorporate that page at all if he wanted people to believe otherwise He even gave Kaido an actual fighting style that revolves around drinking.

Kaido wasn't even trying in chapter 923, because Luffy's attacks were doing fuck all to him. That was the whole purpose of the scene, was to showcase that G4 was not enough to contend with the likes of Kaido. Kaido could literally sit there and do nothing, and no matter what, Luffy wouldn't be able to beat him.
