That's the mysterious DF of the brook...its awakening makes them the shinigami of the world with control over life itself. The one piece world was missing their Death God which was supposed to be handled by brook. Thats why no one dies... we thought it was oda but it was actually brook not taking people's life. Brook has finally awakened. He comes to everyone who is going to die.
