I mean let's look at Roger vs WB.

Roger only needed aCoC to match up WB aCoC + DF.

Lets put it this way you can be a top tier without a devil fruit yet you can't be top tier without haki. Though in this specific case we are discussing acoc I still side on the fact that in the grand scheme of things acoc is above df awakening. Are there exceptions to that rule? Yes, of course. We have to remember that coc can't be trained it scales up along with the users strength so the fact that someone is able to unlock acoc is an automatic placement as a top tier. Whereas df awakenings have a much greater spectrum from the jailers at impel down all the way up to Law with the Ope Ope fruit.

The least impressive Acoc user is Yamato, who stood up against Kaido for a minimum of ten minutes solo and wasn't KO'd but asked to leave the battlefield. She might not stomp Marco/King but she definitely has a distinct advantage over them.

Meanwhile the weakest awakening user bar the Jailer Beasts is Doflamingo, who gets his teeth kicked in by Marco/King.

So Acoc seems a lot better IMO. At the very least you can consider it a lot more consistent of a power up. Law's fruit and awakening is a nightmare but then you have Kidd's awakening and honestly, Acoc would've been much better for him overall for that battle.
