Not necessarily the characters themselves but how they’ve been handled

How did preskip Sanji go from negging people to being a gag?

Or how Zoro went from being a likable character to not being one at all

Why Wano sucks:
1. All major fights were a wash in the Strawhats+the Alliance in general favor considering the fact that Wano is an Advance Armament arc just as WCI was a Advanced Observation Haki arc only for Advanced Armament to become irrelevant in the face of Advanced Conquerors lol

2. All Tobis and Calamities nerfed themselves by not using Observation and Armament in 90% of the fights. King and Queen only possessed the Haki basics+Queen never utilized his plague bullets in battle and fucking Jack was a punching bag the entire arc…..Big Mom also took out 2 of the 5 Tobis and worst of all took out Kidd and Law+pulverized them while they were doen only for them to get up seconds later to attack her……but that isn’t the worst of it. She KO’d Page One with Advanced Conquerors but forgot how to use it on stronger opponents???? Flawless writing

Story/Characters. Story is plain and simple for last 11 years. Characters are no better. Even Doffy who I like so much is nothing more than Crocodile on steroids in terms of character writing.

Both even took their countries similarly by painting the bad image on it's rulers, Doffy is basically alternative universe Croc taking over Alabasta if straw hats didn't interfere

I actually think One Piece’s long term narrative structure is quite good. But I separate characters from plot from world building/setting.

And out of those three things I think characters is clearly the weakest.
