We're talking about character importance. SHs are the main cast and Zoro is next to only Luffy in terms of importance. You're reading the manga the wrong way if Kid and Law are anywhere close to being Luffy's equals. The difference b/w Law and Kid, and Zoro is that Zoro will achieve his dream while Kid and Law aren't even meant to be silver medalists. Just being a rival to Luffy doesn't warrant a place above Zoro.

Drake has no reason to finish off Apoo, Apoo's job requires him to expose CP0. Either him or if someone gets him he will hand over those pictures to someone else.

This double KO is such a cheap way to take out one of the CP0 elites, one of them should have fallen to Drake and Apoo, not a wounded and weakened Izo.

Jinbei, Franky, and especially Brook are available and more fresh than Izo. Brook should defeat one of them.

So does it imply it's related to Luffy ? But considering they mentioned the fruit was a legend even to them, when it's clear they already knew the significance of the gomu gomu no mi, it doesn't make sense either

What could make sense though is that they are attempting to target everyone dangerous for their plans, which means everyone in this picture

It also implies that the gorosei actually think it's possible for Luffy to beat Kaido(maybe they were counting on Kaido to do the job, until realizing Luffy might actually win) and they are most likely trying to take advantage of his post-battle state against Kaido to finish him off, meaning someone will have to help him after beating Kaido
