I would say so, as there seems to be a reason why they ordered CP0 to shift their focus to Luffy instead of Robin. Especially if you consider their reaction a couple chapters ago.

Are you forgetting that Raizo is a good guy and Fukurokuju is not… Notice how the Tobi Roppo are all ancient Zoans of around the same power level yet only Drake recovers from defeat:.. Almost like good guys get ridiculous stamina and endurance in this series and bad guys do not

Level is more important than any zoan DF, the rooftop 5 have better endurance and tanking feats than Queen.
