Ashura? Yes, it didn't put Kaido on his back, luffys base adv CoC punches did.

Even if you think humanoids like Luffy that regularly take haki infused blows with tremendous damage capability are fragile enough to fall to a few attacks, when their peers don't, and Luffy and Shanks will be tremendously fragile relative to Big Mom and Kaido (despite being able to withstand their yonko level attacks), that still doesn't mean Luffy hasn't surpassed Kaido, it means he hasn't surpassed his damage soak and zoan regen, Luffy's raw speed, attack power, haki, brute strength, tenacity, etc. can all be above Kaido and will be by the end of the arc.

I agree that the strongest supernovas are above Commanders but let's be honest, frauds like Drake and Apoo just get carried by the top supernovas. They are not even above the flying six, a bunch of mid trio levelled characters. I don't even want to talk about Hawkins.
Urouge is the only exception among the non top supernovas possibly being significantly stronger than the weaker bunch.

Hawkins could have easily had Kuma or Law levels of hax. Oda just didn’t care about him

No, one of the CP0 members tanked Apoo's explosion straight to the face and later defeated both Drake and Apoo (why do you think Apoo was running away in the first place?). Meanwhile a heavily injured Izo didn't only hold off both CP0 members, he actually defeated one while significantly injuring the boss.
