They said it's to prevent the worst case scenario of Luffy's devil fruit awakening in the chapter.

It's just conjecture at this point, but the fact that the Gorosei are afraid of a Devil Fruit and it's awakening now after seemingly giving it free pass for a long time points to possibly Shanks telling them about the fruit that he stole from the WG and the rubber fruit possibly having ties to Nika/Joyboy/some part of history that the WG does not want people to know. Which would happen when the fruit awakens.

hawkins? he nearly got shitted by zoro,by law and by killer and all of them are able to defeat him like with in 10 moves at most(if he had life some sh*t)

at the very minimum
he was portrayed strongest pirate after the emperors before the arc even started
so they have the right to be legitimately concerned after someone comparable to him fell minutes ago.

Hawkins just never felt this pitiful lol. I think it helps a lot that the Law stuff was completely off screen. If Hawkins gets up again just to get one shot back down then we’re getting there.
