There were not 5 Yonko level fighters on the Marines side because Sengoku was not Yonko level due to old age, Mihawk was though meaning it's 4V4
Garp/Sengoku/Warlords/a few top VAs cancel out the 1st,2nd,3rd commanders.
Rest of VAs cancel out the TR/Veteran lvl fighters

Who was the 4th emperor back then? And garps comment clearly doesn't take in the fact that the emperors fight each other.

So prove it. Who was the emperor before Shanks. Its pretty telling no such person was named when all the high bounties were revealed in 957.

This means if Kaido attacks East Blue, WB attacks South Blue, Big Mom attacks North Blue and Shanks attacks West Blue, they must have the power to contain all four of them. Not just one or two.

That would have been cool ngl, but if you consider that Luffy and Zoro's were already revealed (19%) and same goes for Killer (8%), that would have left few characters interesting enough to be on the guillottine.. Let's say Kidd and Law (for the battle with the Emperors and later Linlin), Sanji maybe (for being captive during the war) and Robin definitely (for the target she is)

I'm not sure that Luffy and Zoro's % considered the raid too tho
