Powers & Abilities Zoro and the Scabbards

Either he's above the rest of scarbads or simply his Ryuo mastery is close to Oden.
Having a high Ryuo mastery ( adv CoA maybe) and not be stronger yet than the rest is plausible.
Since we learn in Wano that Haki mastery doesn't mean powerful person.
Amazon warrior has high Haki mastery but they fall behind others that even doesn't have such.
So Zoro Haki mastery (Ryuo -CoA) could be close to Oden (this allowed him to tame enma ) but his strength overall is not close to Oden yet(which is obvious cuz he will grow to Oden lvl post Wano or simply way closer).
So it comes to this ,he's either above all samurais of Wano in strength or his Ryuo is the one that is above all samurais in Wano.
Let's recall that he had glimpses of Ryuo back in Alabasta.

Oden is the only one who "tamed" Enma
Oden is the only one who gave "scar" to Kaido with "Enma" and yet he is not the one who defeated Kaido
Luffy is the only one who beat Katakuri
Zoro is the only one who is wielding Wado Ichimonji...that made his life bit easier
the key here is "only one"...
and again it has nothing to do with the power level...it is dependent on users "energy"....Zoro has large amount of "ryou/energy" than normal person....
again this is same as Luffy absorbing 100 shadows in thriller bark....only difference is that is temporary and this is "permanent" power up....
And Scabbards strength varies from Kinemon to Ashura (like from veteran to YC3 at max) ....
bottom line is ......"you need to have sufficient amount of Ryou"...

It is about haki potential, haki reserve.
We know zoro haki potential is above theirs
They are making the mistakes people made by thinking g4 luffy was YC1 or top tier until we reached WCI and so the reality lol.
We have yet to see how zoro fare vs an high tier so that we can gauge him
