If the WG in going down in the end of the manga, there is no point in a EoS bounty, i imagine that the pos-wano bountys could even be the last ones to all the stawhats besides Luffy, as the events after Wano Will lead to the final part of the story, Teach and the WG are the only enemies left, so after the defeat of Kaido and BM, Luffy bounty could go up just if the get to Laftel or crush the BB pirates.

Bounty is supposed to represent threat level to the WG and their countries in coordination with power level.
Soo for example, If Katakuri is YC1 but has a lower bounty than a YC2 Queen for Example, it doesnt mean he's weaker necessarily just that Queen is more reckless and threatening to the WG. Like Jack just tried to Roll up on a Marine transport with an Underground broker on it being escorted by the former Fleet admiral, a current admiral, and a very high ranking VA in Tsuru. Clearly this crew is more reckless than the BM Pirates.
Like Kaido's been captured how many times? Queen has likely helped those escapes. He also has poison that he tinkers with and enjoys torture as a game. Katakuri chilling on Whole Cake hiding his face and not fighting 90% of the time. His bounty is reflecting of his standing and power moreso than feats of Piracy in the OP world.

it would make such sense that he get 5.6 bil after Wano at the end of series it doesn't really matter the world goverment are going after him, they know no one can beat him , and if there was anyone who be able to beat luffy it would be the WG with all of their forces . Wano might be the last time that Luffy get a bounty or maybe another time more when he defeats BB.
