Maybe it will only awaken if the DF is eaten by the 'right' person. Like for example in this past 800 years, there are a bunch of previous DF users before Luffy and they might be not a D or not the child of prophecy stuff, so that's why the power was still laying dormant.

- You must have foreshadowing/build-up for being Joyboy.
- You must be a conqueror.
- You need a great mastery of the Gum Gum fruit (which is needed for Awakening).
- You must "die" at least once.
obviously not Luffy has other powers than his DF he has haki powers and his VOAT, many must have had the fruit in 800 years, but no one was able to awake it, as the Gorosei confirmed themselves.

Gorosei literally said that Gomu Gomu haven't awakened for centuries...
So no , not anyone one can awaken this fruit in the first place and someone like Usopp can't be a Joy Boy because if he ate Gomu Gomu no mi. Just look what Luffy have done and faced to awaken this DF
