I am not sure what you're saying there. If you're trying to say Luffy will still grow, the answer is "yes," he will grow stronger by improving his existing powers. But he won't be getting any major upgrades as in new power-ups unless Oda introduces new powers to make Luffy much stronger.

You have Blackbeard, Imu and perhaps Akainu. There will be for sure new power ups

Yup, my thought process with this whole thing haha. We have to wait for more context. A lot of times, things in OP are well explained, it just takes time for the author to actually explain it because he shows first before he tells.
