Just think about it: Shanks is the type of dude who visits the Gorosei in the Shadows and talks openly with them. Gorosei Are stating that Shanks is one of the few able to take down BB. Shanks stopped the war and Kaido from going there. This dude is clearly on top

Gorosei stated that the Yonko and Marco are one of the few who were able to stop BBs advance, not just Shanks.

Kaido was called the strongest pirate, Shanks is a pirate.

Gorosei have no problem meeting Shanks with no guards around to talk to him.

it’s very valid to believe that Shanks is much more than a swordsman as he wouldn’t casually just allow a weak creature like the sea king to take his arm

if that happened to Mihawk then I’m sure his strength would falter easily. My point is Shanks is a true Monster. There’s definitely 1 more level to all 3 haki types

There is 1 more level of CoC, the one available to CoC specialists. Luffy, Roger and Shanks are CoC Specialists.

Coc level 3 is equivalent of Future sight and internal destruction haki. This is what Luffy will use to fight Blackbeard.
