There is 1 more level of CoC, the one available to CoC specialists. Luffy, Roger and Shanks are CoC Specialists.

Coc level 3 is equivalent of Future sight and internal destruction haki. This is what Luffy will use to fight Blackbeard.

Within the handful of people there's 3 that have this non existent level of haki? You don't seem to understand what a handful means.

I think thats just obvious about BM. BM didnt fight a 10++ commander level fighters comfortably without even feeling that she's seriously challenged. Kaidou health bar is like unreachable.
