No they dont have to be. He stated he picked this all on whim. Meaning some people were given different reasons than others. And the reason Zoro was picked over Sanji...was that it was always gonna be his colourspread.

Either way Oda has confirmed that Zoro isnt VC, and that he picked between number 2s. Wings will always win.

Honestly guys, it’s just as likely we could have had a coverspread with Rayleigh, Smoothie, Sanji, King, Jozu, Sabo, Heat, Bepo and Shiryu.

And it would make perfect sense to join all these characters up together.

Just coincidence the ones that were chosen.

Zoro vs Sanji was stupid to begin with. This colour spread gave them the rest but here we have a great example of simple human psychology. If something doesn’t suit you then you begin to lie, turn things around, be salty, deny simple facts and talk 24/7 bullshit without any real arguments.

Any of them has a specific reason to be there. Zoro was the first to join, Sabo is the second in command, Bepo and Shiryu are the strongest and so on.
We know for a fact Zoro isn't the VC and Luffy wouldn't be able to fly if his wings weren't equal

Hello Odacchi, judging from the color spread of chapter 1031, Bepo is the No.2 of Heart Pirates?! I was surprised since I thought him, Penguin, and Shachi are all No.2s. So is Bepo (sulong form?) the strongest out of them?
Oda: talking about that color spread huh. Same goes for Zoro, not everyone on there holds the position of vice captain. They are just the No.2s that I picked out. Penguin and Shachi are more reliable in normal circumstances, but those two have seen Bepo's sulong transformation, so they acknowledge that "combat wise Bepo is superior!"
