No, I mean keep the same intensity of gags he constantly used up to this point, and just make them, funnier...
Well for Wano for example the gags seem to be more for him than the audience.

At the start of the arc, one of the gas he had during the Bakura town incident was like four panels of these fire fighters doing a dance routine of sorts while extinguishig the fire. Apparently this was an actual reference to old Japanese fire fighter who used to make a show out of doing thier job but Oda exaggerated so that they are are doing like an circus act or something.

There was also the tree page long Gag with Franky trying to find the blueprints and running through actual Japanese historical figures. Like of course these require a lot of background knowledge to properly get but they are funny to Oda since he himself has the background knowledge to find them funny. And thats the best you can hope for really. That the author at least finds what he's making funny. That's much better than the author making some stock standard joke that is easy for mass appeal but the author doesn't find funny.

Such gags are sprinkled all over and they can be hit or miss but I think Oda himself at least thinks they are funny since they definitely look like they require a lot of work to even reasearch and learn.
