He snitched the Gorosei about Luffy and they sent Cp-0 to eliminate him. Gear 5 luffy vs Evil Shanks. At this rate BB could be the partner of Luffy despite being labelled as a rival.

They are all enemies of each other. The intent by Luffy is to essentially take down anyone standing in his way to achieving his goals. I fully believe Shanks and BB are tied to the endgame, one way or another
