Technically, there were three times that Sanji actually surpassed Zoro.

1. During Enies Lobby where Sanji unlocked DJ.
2. During Wano Act 2 where Sanji uses the RS.
3. During Onigashima Raid where Sanji unlocked Exoskeleton and IJ against Queen.

Then you know, Zoro unlocked/uses his power-ups (Asura, Enma, Adv CoC) that puts him above Sanji again. In conclusion, Sanji did indeed surpassed Zoro but not for long.

And I don't see even Current Sanji being stronger than Pre Enma training Zoro let alone the notion Zoro had already completed his training anyway.

Current Sanji shud stand around YC1.5 level

I feel like Enma Zoro was arguably on that range too at least as he never tremendously weaker than Luffy who also stood close to YC1 level even prior unlocking FS
