No character is getting insane hype from Kaido's words. We've always known Roger was the strongest character and it was clear as day he wasn't a devil fruit user. Saying that a fruit isn't necessary to dominate the world not only has been an obvious fact since day one, but also has no hype behind it because it doesn't equal that "not having a fruit makes you stronger" nor "having a fruit prevents you from being the strongest"; it only addresses the truism of "non-devil fruit users aren't necessarily weaker" we've always known.
