I firmly believe kidd is at the same level as luffy if not a bit stronger, nothing shown denies that. He fought against kaido and got murked but so did luffy and apparently according to hawking he and killer put up quite a fight. Then we see him competing physicallly with luffy and mentallly, shown to have the same willpower and drive for greatness( fighting over who takes kaido down). Show to have CoC like luffy, the only sn in fact. His refusal to join luffys side and go have revenge on his own. The fact that he went into the new world without training and underwent trial by fire. After all haki blooms under intense situation, and im sure he grew stronger that way.
Barged into bigmom's territory, injured a SC and then took what he wanted and left, went against the red hairs and survived with only a severed arm. The guy is destined for great things, no way oda would show all that for no reason. And kidd was always planned to be a rival to luffy.

Being a "trigger" gives both relevance just behind the MC just that (idk why you get triggered).

He will be WSS yet he fought a golem....he will be WSS yet he fought a guy in a monocycle ...he will be WSS yet he can summon devil Spirits, etc .
There's no a straight line at all in One Piece.
If you were an op reader but not a hater of "X " character you would know that Zoro goal consists on being the WSS AND make his name reach the heavens (achievements as individual).
