Sanji want's to see Namis body mature, as creepy as that is it's the literal opposite of pedophilia; pedophiles have no interest in post puberty females, they don't want to see a physically mature women, they hunt pre pubescent children. So if Sanji was showing attraction to THIS pre pubescent Nami then that would definitely be pedophilia, but that's not what he said.

He isn't getting off to her, getting off would be him getting nosebleeds and wanting to grope her. All he want's to do is see her go through puberty and become a woman, it's creepy....but not pedophilia. Sanji doesn't want to sleep with child Nami, that's what a Pedo would want to do and the last thing a Pedo would want is to see a female mature and become a woman because he then loses attraction to her as a Pedo is attracted to children.
