Bounties aren't power level but how the world government perceives your strength definitely effects it

Like if someone is destroying planets but the world government doesnt see or know anything about it its obviously not gonna effect that persons bounty
But if that same person was destroying islands with the world government having first hand knowledge about it then it would effect bounty

So far everything that has been done on onigashima the world government knows about. So their feats and strength are definitely effecting the bounties they get and how big of a threat the wg sees them as

Sanji and Zoro probably wont have close bounties. I've theorized since alabasta that Sanji and Zoro will share a bounty at least once and Wano would be a good time for that but Zoro helped fight Kaidou and Oda will probably reflect that in his bounty. In the case that they both get a 1.5 million bounty then people will just mention the fact that Zoro fought Kaidou, they wont mention that he was also one shot.

Not really, the bounty inflation by Germa is still gonna be a part of Sanji's bounty. And the government has no idea what Zoro did to Kaido or the fact that he now has CoC coating. So if they got an absolutely equal bounty, which they won't, that'd mean Zoro got a bigger boost in bounty for defeating King than Sanji for defeating Queen while still deserving a bigger bounty.
