Ability Downgrade

Downgrade does the opposite of the ability upgrade. Super-kills turn into regular kills, kills to role crushes, role crushes to role blocks, role blocks to "stops the first action they use". Super-protects to regular protects, regular protects to 50% of failing. Investigative abilities have a 20% chance of failing.

Senators may vote 'Yay' or 'Nay' to pass this motion and to whom will receive it. The meeting may end early if a majority of votes are reached on a certain option. Otherwise, the fate of the motion will be decided through plurality.
