Steward doesnt mean Shogun... its means someone that holds the throne while the rightful heir is ready to take the title. It is common practice and a 9RS is perfect for the role.

Wano is traditional Japan culture. A female could never take the title of Shogun while the male heir is alive.

There is so much Momo needs to learn about what Wano has gone through in the last 20 years. Hell, there's a lot he needs to learn about period, since he didn't exactly have a normal education even before Oden's death! Momo is in no way ready to be shogun when the arc is done.

Oda doesn't have to justify anything. We know pirates get stronger through hardships and fights. Law been through iy since punk hazard to now. Vergo was beating on this man with his heart in his hand.

but its going to change after the arc. hiyori not being shogun cause she's a woman is ass. literally lived in wano her whole life , while momo skipped those hard years . you might even say the easier way out. why should people respect that over someone who has been btw collecting funds for the poor for years, kept her name secret, and loved the people despite their angst against the kozuki clan.
