Doesn't matter because Robin needed Brook help to take out Maria's Weapon. Otherwise Robin was losing.
Franky on the other hand soloed a Tobiroppo who rivalled Jinbe's opponent and made Yamato run away.

And Robin bounty is because of the ability to read Poneglyph

I wouldn't change my opinion on any of the three as far as strength went. Zoro scarred Kaido and took out King, Sanji took out Queen and Jimbei took out Who's Who. Their bounties will reflect their achievements but even if they didn't, we as the readers have seen who did what this arc.

My real range is between 638,000,000 (+200 mil.) and 838,000,000 (+400 mil.)

I'm going with the latter simply cause the gap between him and Sanji would be to big otherwise.
Also makes sense for him to have a bounty around the one of Cracker.

Jinbe bounty not being close to sanji is understandable since he's gonna be below yamato and fighting people with much lower one's than sanji yamato and zolo

Do you guys even know how bounties works?

Sanji and Zoro defeated pirates worth 1.3bi and you are speculating that Luffy defeated Kaido. Their bounties will be more than those who got defeated. Simple like that.

About Jinbei he had to do something that justify his bounty being higher than wings. Maybe Big Mom ship going up again and he makes them fall again but in front of WG ships.
