I agree he likely is going to be introduced in the next several chapters , the arguments for him getting introduced in Wano are pretty damn strong imo :

1.
Punk Hazard - Logia theme​
Villains : Caesar and Monet , the only Donquixote Pirates' Logias
Admirals : Magma and Ice Logias
Lesser Marine : Smoker , Smoke Logia

Dressrosa - Paramecia theme​
Villains : DF users of Donquixote Pirates incl. Bellamy , Doffy were all Paramecias
Admiral : Fujitora , Gravity Paramecia
Lesser Marine : Tsuru , user of Wash-Wash Paramecia

Wano - Zoan theme​
Villains - Orochi , Kaido , other Beasts Pirates were mostly Zoans
Lesser Marine : Drake , Allosaurus Zoan
Admiral : Ryokugyu , user of Time/Plant Mythical Zoan ?

Another argument for Ryokugyu being a Zoan​
2 themes of Admirals : 1. Colours | 2. DF type

OG Admirals :
1. Colours : Primary Colours ( Red Yellow Blue )
2. DF type : Logia

Next set of Admirals :
1. Colours : Secondary Colours - Purple ( typical result of Red + Blue )
Green ( Blue + Yellow )
Orange ( Red + Yellow )

2. DF type : all 3 types of DFs represented

Fujitora = Paramecia
Sabo = Logia ( yes i think Orange Admiral is him )
Ryokugyu = Mythical Zoan

I don't think Fleet Admiral's DF type matters here , as we saw with Sengoku , his DF type didn't influence what type of DF Admirals should have , so it's just 3 Admirals who needs to have a DF theme ( i think Aokiji is the next FA btw ) .

2. Gorosei wanting to cleanse Kaido & Big Mom - ch. 906
Well , now Kaido & BM are already done for of course , but the Gorosei can still target the Winning Pirates .

3. Kong and Gorosei wanting to annex Wano ( ch. 1028 )
They wouldn't be able to do this with just CP-0 alone , especially with how
underwhelming CP-0 turned to to be . They need a massive Marine Fleet with at the very least 1 Admiral , i think 2 Admirals is wiser though .

Yes , there is also the option of replacing the Admiral or one of the 2 with SSG , however SSG is tied more to the former Warlords and i think will be used against them

4. Now is the Marines' best chance to capture a hell lot of Pirates
Obvious . Ofc again Kaido & BM , as well as other Beasts Pirates are already down , but this is good as this means the World Government's forces wouldn't have to take on that many foes .

There's also the Big Mom Pirates under Smoothie , which is a delicious target .

5. Zunisha
Some people were wondering , if the Marines are coming , then how would Wano have a happy ending or something like that , well now there is Zunisha and maybe she can easily force the Marines to retreat by threatening to destroy their ships

6. Wano used to flourish with Forests & Clean Rivers
If Ryokugyu indeed has Plant or especially Time Power , he could easily transform Wano back to it's prosperous state instantly , likely not all of Wano ofc though since Wano is damn big , but maybe he'll transform Kuri .

Wano's current desolate condition is perfect for Ryokugyu's introduction imo , if he does have Plant or Time Power .

For now at least it's way better than Elbaf which seems has been untouched by any foreign power .

7. Gorosei are concerned with Luffy's Awakening
In chapter 1037 and 1044 , we saw the Gorosei were concerned with the possibility of Luffy's DF Awakening , with one of them seemingly calling it "a dangerous variable" , and even sacrificed their CP-0 agent to prevent the Awakening .

Now that Luffy has won - the moment this news gets to the Gorosei , they will be even more concerned , and there is a big possibility they will want more force to be deployed to Wano to beat & capture Luffy , and the force will be Admirals imo .

8. Elbaf is like Wano on steroid
In chapter 907 , we saw Akainu said "no" to Kizaru wanting to go to Wano , because he did not know how strong the Wano Samurais were .

Now that's Wano - a country which is deemed as weaker than Elbaf , which is considered "the Strongest Country in the World" , with Big Mom saying she'd have "crushed" WB/Shanks/Kaido , if she had Elbaf Giants .

Elbaf's landscape also looks tougher to invade than Wano , to me at least . Wano has 2 Waterfalls in it's entrances which makes it moderately difficult to enter , but in chapter 865 Elbaf looks to be full of mountains , there is also a colossal tree behind them .

( it's not difficult at all for Kizaru/Fuji/Aokiji to enter Wano though , that's for sure )

Elbaf also seems to have been untouched by any foreign power , so there is a big possibility Akainu don't know the strength of current Elbaf either .

Yes , back then when Akainu & Kizaru were talking about Wano , there was Big Mom who wanted to go there , and Kaido who was on it .

But now , those 2 Emperors and Kaido's crew are done for , so it could very well be easier for the Marines to invade Wano now and try to capture Luffy , rather than doing this in Elbaf .

9. The World Govt. wanted to capture Robin
In ch. 1028 , we saw Lucci telling the Bowler Hat Guy , that there is one more order from their superiors - to capture Robin

10. Teach was gunning for an Ancient Weapon
He was definitely looking for something more powerful than Mera-Mera , that's why he seemingly brought his whole crew with him ( in comparison he just send Burgess alone to get Mera ) .

And i think Ancient Weapon is the only one that makes sense ( Mihawk just won't work ) . If this is true , then after getting Ancient Weapon ( Pluton ) he's probably gonna be so confident that he'll go straight after Shanks ( he's already brought his whole crew with him too ) .

So i think Teach vs Shanks likely is gonna start by the end of this year , and will set up Luffy vs Teach in Road Star/Raftel , so it's unlikely there's any time for Luffy to take on ( let alone also defeat ) Ryokugyu post-Wano in anywhere .

I guess though , it really helps too we're already 142 chapters into this arc , whereas we only know little about other Arcs/Islands .

Though i don't see Ryokugyu being introduced in Road Star/Raftel , the former is reserved for SHs vs Blackbeard Pirates imo , while Raftel is the moment Luffy becoming PK .

I think Road Star is a real possibility now since :

1. Teach has no one who can read Poneglyphs like Robin
2. In a hypothetical fight between Luffy and Teach in Raftel , the entire island could very well be destroyed , which just can not happen , since it contains the Final Poneglyph and is infact the ruins of Ancient Kingdom imo .

I think though ( for now at least ) there is still a small chance he'll be introduced in Elbaf , but he is not getting defeated in the Arc he's introduced in , be it in Elbaf , in Wano , in anywhere . Just won't happen .

So i guess Ryokugyu could come & get introduced there after Luffy arrives , since Ryokugyu arriving ( invading ) Elbaf first means he has to be defeated there , which again is really unlikely to happen .
