It wasn’t denjiros idea as when Hiyori gave him the money he was upset that she was putting herself in danger again.

Momo needs to discover why it’s important to open wanos borders before he can do so.

Sell lumber to rebuild at staggering high prices to make more money
Make money on those who died in the fires

She was punishing criminals and giving the money they stole back to the people?

Chapter 940 explains their roles:
“Their underling Bungo went around lighting fires at night then paid off officials to avoid punishment”

“And then Bongo the lumber seller would make money from the people who needed wood to rebuild their burnt down houses”

“And then there’s Bingo the priest and undertaker who gouged the grieving families of fire victims for expensive funerals.”

Then in Kawamatsus flashback on chapter 954 we see him fighting off bingo bungo and bongo from robbing the graves he was protecting
