Vivre card contain soul of owner. Like Big mom Vivre card. Nami was able to command many homies because of soul energy of Big mom present in Vivre card.
Reason Zeus is unable to fly any other person because he needs permission from Big mom.
As Luffy wants to fly with Zeus. He or Nami will simply make him eat his Vivre card (basically part of his soul). The ownership of Zeus will transfer to Luffy then. Even if Big Mom die , it will not affect Zeus anymore.
