Or
Beating emperor crew and taking over the terroritories like Teach did

Doesn't matter if your crew sucks, taking down a Great Pirate means you're low top tier at least and that is the biggest feat in NW after PK

You’re partially correct, Kaidou has a crew of useless fodders, yes, but he didn’t beat any great pirate, unless you really wanna stretch Moria.
