Weevil causes mass destruction on towns and kills civilian , which is against what being a warlord is suppose to do. Mihawk never did that he’s been a good guy for the WG, never been a threat to them. He’s def getting lower then 1.5 , no political power, no Allies, Strength by one man isn’t enough

Damnn, the range between strongest yonko (crydo) to weakest yonko is too damn big, you don't have to be that stronk to get the title, heck even Marco was once considered as next Yonko. 
maybe the government will see it that way but kid himself never took orders from Luffy. Kid always do things on his own accord. He escape at of prison on his own,form his own alliance which failed but that's besides the point, and went after big mom with killer on his own when no one told him not to.
