Yonkou tier :
1. Kaido 4,611 deceased?
2. Big mom 4,388 deceased?
3. Shanks 4,048
4. Luffy --> going to be 3,000?
= because he have most powerful fruit awakening, resrrection of joyboy, yonkou typical advance coc..but as his struggles to beat yonkou, lack of experience, and plot progress, so his bounty should still be below shanks..
5. Blackbeard 2,247
6. Kid --> going to be 2,000?
= because he and law together beat big mom, and kid as designed to be as luffy rival should be have slight higher bounty than law
7. Law --> going to be 1,800?
= because he and kid together beat yonkou big mom, but law is designed to be slightly below kid as luffy rival
Yonkou commander tier :
8. Zoro --> going to be 1,500
= because he beat king
9. King 1,390
10. Marco 1,374
11. Sanji --> going to be 1,350?
= because he beat queen & known vinsmoke
12. Queen 1,320
13. Katakuri 1,057
14.Jack 1,000
(Btw crazy to know 9 scabbard strength during wano war is at least almost in par with jack that have 1 bio bounty, well izou is indeed yonkou whitebeard commander tier though)
IMO Goda should somehow clarify further regarding this powerleveling, in the final arc though..
Is it as simple as by having higher adv coc haki, than the characters can have the highest power level rank
which like dragon ball, where more ki will define power level..goku ki keep growing
- beat freeza use ss1
- with gohan ss2 beat cell
- stall buu with ss3
- beat jiren with ss god --> blue --> infinity
or maybe its a bit like naruto, where aside chakra, there are
- gifted intelligence like shikamaru
- gifted talent like kakashi
- gifted breed like sharingan
- hardwork skill like might guy
That causing no such rank based powerblevel..as anybody has own unique feat, that make em can beat other stronger chakra characters..
