In 3 chapters, 1023 to 1026, Sulong Inuarashi has Jack the Drought beat.
In 11 chapters, 1011 to 1022, Killer just pushed Hawkins to his last life (Kidd).

Whole lotta events and time passed between 1011 and 1022 and Killer's just getting to the end of his fight, Sulong Inuarashi was a single blow away from victory before 1026 but the weather changed on him. He can ground pound an Ancient Zoan in significantly less time.

Killer's probably a little faster and has better CoO than the Sulong Dukes, though I don't remember us getting reaction panels for'em to invisible slashes. Their AP, haki and endurance is significantly above his.
Let's not conveniently ignore the fact that Hawkins is no match for Killer if it weren't for the fact that he took Kid hostage. Killer literally can't attack Hawkins for the most part and was forced to take damage. He destroyed all his dolls before he started using Kid's doll meaning he practically killed him more than once during the fight. Killer has better AP than all the Scabbards period. None of them managed to damage Kaido to the same extent that Killer did.

The fact that Killer got to be a part of 5 vs 2 against Yonko while the Scabbards were utterly destroyed by base Kaido in a 9 vs 1 gives Killer a clear edge over them in terms of portrayal. You can't directly see the Duke completely but one of them stood beside Izo just as cluelessly as every other Scabbard when Kaido attacked with the invisible slashes. Besides, we have no reason to believe they have better reactions than Denjuro or Asura both of whom are just as skilled as the Dukes.
