The Big Mom pirates base getting destroyed and Luffy defeating two generals then escaping alive, Jinbei seemingly nullifying her fleet and escaping Totoland, and then mom being defeated by the Worst Gen and then dissapearing for a week (probably trapped around Udon volcanic eruption) while Germa currently wrecks her base; seems like more than enough grounds for Morgan’s (who thrives on making aggressive statements to impress the media) to declare her no longer worthy of the title.
The emperors as a position isn’t a tangible thing, it’s just they’ve been unopposed for so long that people just associate the titles with the ones standing.
IMO I think BM will survive Kaido I’m less confident
