It must be really 5 billion + since Kaido had 4.6 billion. Look at what happened with Katakuri. Katakuri had 1.057 B. But after luffy defeated him, luffy became 1.5 Billion.. so Luffy bounty must be more greater than Kaido.

Luffy's bounty depends on how the victory is framed though, he got a bigger bounty than Katakuri but he was reported as someone that took him down on his own, if the news frame him as a leader but part of a team effort then it doesn't really have to be bigger (or much bigger) than Kaido's.

Apoo was the one who gave out the info. It's unlikely he saw the initial battle take place. The same is likely true for Cp0. As far as they know Luffy was the only one fighting Kaido. In the same way that they think only Law and Kidd fought and beat BM.
