Realistically speaking, Zoro is not even likely to cross King's bounty. That's how a subordinate's bounties raise. I mean, Dressrossa Zoro has a lesser bounty than pre-skip Luffy, for example.

You're not always seen as an equal threat to the person you beat: Luffy wasn't seen as a bigger threat than Crocodile and Doffy, for example.

Luffy doesn’t have a lower bounty because kaido didn’t dodge lol he thought he could overpower and lost. It wouldn’t make sense for luffy to get above shanks and kaido.
