Luffy canonically has more and more important territory and allies than the others tbh. Law still has one submarine. Kid has one boat. Luffy has wano, fishman island, dressrosa, Alabasta, a grand fleet, etc. Yonko isn't about physical strength as much as influence, law said this before.
