This chapter should show that there will only be a limited number of characters who will actually be top tier.
The gap between Commanders and top tiers is too big for certain characters to cross.
Law and Kidd will obviously be top tier because they proved they are able to produce top tier damage capabilities. They have high endurance as well to take top tier attacks.
Zoro is only top tier with King of Hell mode due to the parallel with Oden and Enma accepting him but that is only for short period of time.
