The two have no correlation. The Scabbards have a higher level Haki than pre-Udon Luffy so they hurt Kaido better with their attacks. Meanwhile, post-Udon Luffy has a higher level Haki than Zoro and it was still Zoro who was hurting Kaido better. That means Zoro's AP is on a higher level than Luffy's because he is damaging Kaido better with an inferior version of Haki.

Not even close to comparable. Commanders are unsealing of emperors. Everyone knew sanji would fight them.

Admirals are different. Luffy said he has to beat emperors and admirals. Sanji is likely never fighting an admiral just like how he never will fight a emperor
