Bounties don't mean shit as far as I am concerned. Kid and Law are always going to be relevant as Luffy's rivals but they'll never be as nearly good as Luffy in actuality.
Don't see this difference in tiers b/w Luffy and Zoro at least. Zoro is literally one major power-up and one minor power-up away from reaching Luffy's level. They were relative before their CoC power-ups and they were relative after their CoC power-ups too although Luffy was stronger of the two in both instances.
If Zoro gets another major power-up and a minor power-up, he's gonna get back to being relative to him again. Luffy doesn't have many options to grow significantly stronger at once—The only possible exception is advCoC. Meanwhile, Zoro is bound to get at least, 2-3 major power-ups after this arc.

The question here is: after this chapter, are you sure Oda see it that way as well? Because he certainly has been spending the past 25 years not seeing it that way, yes?
And, also, now that the Supernova Captain Trio has been made to reach this level of fame and strength, does Oda really have a solid reason to not prefer them (over Luffy and his wings) to fight off the Admirals?
