He didnt order him to not go to Wano,
It means Ryokugyu has a mission going to Wano but it was not capturing/fighting Luffy or others, Akainu mad it clear
So what is his real mission ordered by Akainu ?

Capturing pirates is definition of being unnecessary/reckless, and Akainu specifically said unnecessary/reckless

I aready told you, after Akainu found out that Ryukugyu was in Wano he didnt order Ryukugyu to stop and come back, he told Ryukugyu "dont do anything unnecesary", which means he supposed to do just the necessary thing and not the unnecessary ones
