Yes but Ryokugyu fighting pirates would surely harm the capital and destroy what remains of it, not only that, it would be even worse if somehow Ryukugyu himself gets killed/Beaten in Wano then Marines and WG will have their excuse to attack Wano with full force and destroy it/take over it.
A condition/decision like that could benefit Wano for the time being
