Look at Blackbeard with ACoC quake punches, dark fruit that negates abilities, third unknown df
Akainu - magma awakening volcanoes erupting left and right, an actual antagonist with some weight behind him
Shiryu - twisted mass murderer with an invisibility fruit and imo the best design in OP
List goes on...

Because a hypothetical battle of BB vs Shanks will make Kurohige go all out (=using his best moves). And Oda won't reveal all of BB's moves against anyone who is not the MC, simple as that.
