His commanders operate form the shadows, WG probably didn't know they are in the RA until recently (like they didn't know about Kuma and Ivankov) so I don't think his bounty affected their bounties in any way. As RA operates discreetly, it's likely that the WG barely knows of any members except for Dragon and Sabo and even if they know of them, they hardly know anything about them, not enugh to to accurately distribute a bounty. Dragon is "the most wanted man", "the most dangerous criminal" etc so assuming his bounty is Higher than that of WB or Roger is not crazy thinking.
Many people believe the bounty above roger tho. Dunno about 6 billion. People assume that becuz he got title or epithet "the most wanted man".
But to counter that argument we also had " x" people who supposedly have bigger bounty than "y" people. Example we had Kaido as "world strongest creature" And Shirohige as " World strongest man". Imho they should've had bigger bounty than Roger with title "King of pirates". But apparently that wasn't the case

He has the highest bounty in the series, but we have no idea what it is. I am pretty sure that his bounty is that high because the amount of influence that he holds is insane. He is actively rebelling against the WG and is seeking to destroy them, and he is actually succeeding. If he dies, it all falls apart. That is why he is far more wanted than his group. They can be replaced, he can’t. Someone like Dragon may not be born again for many centuries. It is actually amazing that Garp hasn’t been punished for what Dragon has done, but that just shows how high his accomplishments are.
His bounty will be higher than Roger's. The word of choice by Oda was very specific when mentioning Roger & Whitebeard's bounties. They stand at the top when it comes to bounties of pirates, not bounties for criminals.
We know for a fact that the Yonko are the biggest criminals out there, but there's 1 person bigger than them when it comes to being a criminal.. That's Dragon.
The moment they found out about his location they sent a marine fleet + CP0, which was strong enough to force Blackbeard to retreat. On the other hand they make deals with the Yonko. It's pretty clear who is considered the bigger threat that needs to be eliminated.

His bounty probably is somewhere between WB's and Roger's bounty.
Brannew specifically said that nobody in the pirating history have had a greater bounty than those two.
That automatically creates a room for a non-pirate to have a bounty at least greater than the one of Whitebeard and Dragon is the best candidate.
