Saying Wano was a war arc would be like saying Alabasta, Skypiea, Enies Lobby and Impeldown were war arcs.
In all those cases (including Wano) there were really big conflicts involving Luffy or the Strawhats but none of them were a war arc because the entire premise of a war arc is for the entire arc to revolve around the characters being involved in a war like during Marineford or during the Fourth Great Ninja war.
Wano was just a regular arc with a raid on Onigashima at the end of it.
You won't see a war arc until we get to the final war of the manga that Oda promised.
