Shanks has 10000 power and can't be blocked by 2000 power characters BUT he's a SECRET RARE so hes card type is bound to be more powerful
wich means that if Mihawk card was secret rare he would have HIGHER power then Shanks

No because Luffy didn’t fight Kaido alone and because the World Government wanted to limit Luffys notoriety as a way to keep Nika hidden.

Zoro and Sanji soloed their 1.3 billion berry commanders and proved themselves to be bigger danger than these two by far.
